National-level Workshop on Rights-Based Conservation in Nepal from 23-24 December 2023
A Common Position Paper of Indigenous Peoples and Local Communities over the legal provisions in National Parks and Conservation Areas was developed with the collective efforts and contributions of 113 participants representing 23 different organizations across the country as well as the engagement of community members from Chitwan National Park, Bardiya National Park, Shuklaphanta National Park, and Koshi Tappu Wildlife Reserve during the National Level Workshop on Rights Based Conservation in Nepal held from 23-24 December 2023. The workshop discussed the recent legal provisions in protected areas including the National Parks and Wildlife Conservation Act, 2029; National Parks and Wildlife Conservation Regulations 2080; Procedures for Development of Physical Infrastructures in Protected Areas, 2080, Standards for commercial farming, reproduction and Utilization of wild animals, 2080, and Guidelines for Distribution of Relief against Wildlife Damage 2080, to identify the gaps, limitations and key recommendations, and come up with the common position paper which was then handed over to the Ministry of Forest and Environment (MoFE) and the concerned department, Department of National Parks and Wildlife Conservation (DNPWC).
The Common Position Paper marks a historic achievement of Indigenous Peoples, Local Communities, women, Dalits, Madheshis, people with disabilities, and other marginalized communities for our issues and concerns in the protected areas to be internalized and reflected, our roles and contributions in conservation to be recognized in the legal provisions of the country and for enhancing rights-based conservation in line with the Kunming-Montreal Global Biodiversity Framework, 2015 of the Convention on Biological Diversity (CBD).
